Deleted policies still show in NSMAdmin Object Management views

cause

Policy object was renamed using ConsoleOne, iManager or some other tool.

fix

1. Shutdown FSFEngine
2. delete sys:factory\polcache.dat
3. delete sys:factory\volcache.dat
4. restart FSFEngine
